kernel update 5.0.0-23 breaks scroll mouse in xorg

Bug Description

Just updated 18.04 to kernel 5.0.0-23 and scrolling with mouse wheel does not work or works very slowly. Mouse is Microsoft Wireless Optical Mouse 3000 connected via USB to wireless receiver.

Rebooting system into kernel 4.18.0-25 and everything works correctly.

Note the bug only exists in linux-hwe, not in the linux package for bionic.

Can confirm, just upgraded to latest linux hwe package and mouse wheel is not working.

Mouse touch-wheel scrolls intermittently and very slowly. It is essentially unusable. This occurred after the latest kernel update and the behavior is reproducible on two identical mice. MOdel affected: Microsoft Sculpt Touch Mouse.

I can confirm that the bug is fixed in
5.0.0-32-generic #34-Ubuntu SMP Wed Oct 2 02:06:48 UTC 2019 x86_64 x86_64 x86_64 GNU/Linux
tested in my notebook with the mouse in question.
