HDMI audio and AC3 audio output does not work in Intel NUC

Bug Description

I have a Intel NUC7PJYH with HDMI video and audio to a monitor. Also I use SPDIF ac3 output (having libasound2-plugins-extra). This always worked fine. Since a few weeks, HDMI and ac3 is gone. I.e. 'aplay -l' does not show HDMI any more.
Now I found out that if I boot without any usb devices connected (without webcam,mouse,keyboard), it works and I have the HDMI audio output.
Does this point into a IRQ problem?
Attached find the apport and the alsa-info when HDMI was present and when it was not present.

Did you notice a significant delay for booting process when the HDMI and ac3 can't work? there are 30s delay between #1 and #2. Please check the dmesg to find why there is a 30s delay when plugging a usb sound card.

Please test latest mainline kernel:

download linux-image-unsigned-5.2.0-050200rc6-generic_5.2.0-050200rc6.201906222033_amd64.deb and linux-modules-5.2.0-050200rc6-generic_5.2.0-050200rc6.201906222033_amd64.deb

Then install them by:
sudo dpkg -i linux-modules-5.2.0-050200rc6-generic_5.2.0-050200rc6.201906222033_amd64.deb
sudo dpkg -i linux-image-unsigned-5.2.0-050200rc6-generic_5.2.0-050200rc6.201906222033_amd64.deb

after that, reboot

Probably it is the graphic driver's problem.

need to test different kernel versions to locate the problem. like kernel-v5.2-rc1/2/3 or v5.1-rc1/2/3 ...
