Bug Description

On shutdown, peripherals turn off (keyboard, mouse), but fans keep spinning, motherboard LEDs are lit and screen is frozen at the Ubuntu plymouth screen (no animations, frozen frame). The keyboard is turned off at this point, so the only way to properly shut down the computer is to press the power switch on the case for a few seconds.

Without plymouth, the screen turns off as it should, but the other symptoms persist, such as fans never stop, power LED never turns off.

Reboot works flawlessly. So does suspending and hibernating.

This is currently reproducible on Arch Linux (Linux 5.1.4.arch1-1). See bug report: https://bugs.archlinux.org/task/62539.

This is NOT reproducible on Ubuntu 18.10 or older. It started somewhere after Linux 5.0.X.

Ubuntu 19.04 (disco) reached end-of-life on January 23, 2020.
