GCC Update breaks CC checks with dkms and others because kernel compiled in old gcc version

Bug Description

System: Xubuntu 18.04.02

due to an gcc update, several programs give errors.
This includes DKMS as the GCC version installed is newer than the version the kernel was compiled with.

This happens with the newest kernel from the stable channel

GCC versions in question:

Kernel GCC version 7.3.0-16ubuntu3

in my case installed 7.4.0-1ubuntu1~18.04

this may affect GPU Drivers (nvidia in my case) as they are not able to load properly - which results in a Forced resolution of 1024*768 at 78 hz

Kernel versions prior to 4.15.0-50-generic are affected more or less too, as they are compiled with older gcc versions too.

I think this is solved as new kernels are rolled out?

No it's not, had 3 kernel updates from the stable release in the meantime - and needed to ignore cc version while installing Nvidia driver, dkms still does not work, thus I'm forced to install the driver manually every time the kernel updates

The Issue still Persists,
but: if i use the Option --ignore-cc-version on the NVidia driver installation it works

Also: it might only be an Xubuntu related issue, because they deploy kernel changes later than the ubuntu stable channel
