Currently I am on 4.15.0-47-lowlatency.
I will attach kern.log if ubuntu-bug didn't it.

And I don't know why, but I had booted with 4.15.0-48-lowlatency once. Currently the "not booting" state is quite stable. Even after reinstallation of the kernel packages.
