Bug Description

Summary: I use a XPS 13 9380. No output to external thunderbolt3 when connecting it via thunderbolt3 port.

Steps to reproduce:
Plugged in thunderbolt3 cable from thunderbolt disaply to XPS13 thunderbolt port.

Expected result:
The thunderbolt3 display should work

Actual result:
No output to external thunderbolt3 display

Additional information:
Thunderbolt3 display - ASUS-Display PA27AC
