4.18 kernel memory leak (eats RAM)

Bug Description
After updates I have noticed that kernel eats memory of system, e.g. after few hours of use:
$ smem -tw

kernel has spent ~3G of ram. Looks like abnormal behavior. Can be fixed only by rebooting.
