Bug Description

Sync up the hns drivers with the 5.1 merge window.

(Cut & paste from bug 1810457)
Drivers for the HiSilicon Hi1616 and Hi1620 SoCs continue to be under active development, including both hardware enablement and bug fix patches. With the amount of flux involved, identifying and cherry-picking individual patches would be more error prone then re-syncing with current upstream.
