Hardware: HP Spectre x360 13" i7 2018 Gem Cut

No s3 support and ACPI errors in dmesg:

Full output of many AE_ALREADY_EXISTS in attached dmesg. I am running v5.0.0+ (only change is the patch for the hid error reported here: https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1818547 )

The BIOS of your machine does not support S3 and so linux just does what it's been told:
[ 0.345650] ACPI: (supports S0 S4 S5)

Your machine should enter suspend-to-idle (s2idle) instead of S3 when suspend.
