Installed TV Card Hauppauge 1250 quit working

Bug Description

Only get a Blank screen when trying to run program tvtime. Boot does create in the /dev the video1
but wont display the card when running tvtime program
to see the card in linux 4.15.0.33 I have had to include a conf file
in the /etc/modprobe.d directory using options cx23885 card=20
options CORE_cx23885[0]_dvb adapter_nr=0 this does create the /dev/video1 but the card
isnt working with the new kernals?????
 trying to run the following I get an error under 4-15-45
$ sudo lspci -vnvn > lspci-vnvn.log
pcilib: sysfs_read_vpd: read failed: Input/output error
 tried above 4 times same error
think that would be the problem?????

Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v5.1-rc2 kernel [0].

If this bug is fixed in the mainline kernel, please add the following
tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag:
'kernel-bug-exists-upstream'.

Once testing of the upstream kernel is complete, please mark this bug as
"Confirmed”, and attach dmesg.

Cant test the upstream kernel, sorry but using the ppa installation from
Hauppauge it got

the kernel to recognize the card along with ?dev/video0,1,and 2

Video1 is null while 0 is my camera and 2 is the tv

but it worked with 4.15.0-46 (it created its own kernel to boot on)

but would not work on kernel 4.18.0-16

here is the instructions I got to make it operate

PPA installation instructions for TV tuner driver on Ubuntu

Open Terminal in Ubuntu The easiest way to open terminal is to right
click on desktop and select Open Terminal. You can also click Ctrl+Alt+T
on your keyboard.

In Terminal, type the following or copy and paste the following lines,
one by one, then click enter.

sudo add-apt-repository ppa:b-rad/kernel+mediatree+hauppauge

After this first line, click enter when prompted to add this PPA.

sudo apt-get update

sudo apt-get install linux-image-mediatree

sudo apt-get install linux-headers-mediatree
