Regression in kernel 4.15.0.44.46

Bug Description

I had to roll back - since the kernel was not working on these number of issues:
* could not connect to ThunderBolt dock (Dell TB16) and external monitor - Both internal and external screen went totally black. And nothing I did (except of hard reboot) could bring the screen back on.
* mouse and keyboard felt "sluggish" - mouse did not move smoothly, and keyboard presses did not appear to show up immediately. (A very slight delay).

So I rolled back to previous kernel to be able to continue working - and they I thought of reporting this as a bug. Thus the kernel I am reporting is not installed in system any more. Only change was to downgrade kernel to previous ubuntu kernel.
