Unable to start KVM, timed out waiting for dnsmasq lease on Trusty i386

On node gonzo with Trusty + uvtool (0~bzr92-0ubuntu1.1) and 0~bzr99~ubuntu14.04.1 from ppa, the kvm smoke test failed with dnsmasq lease time out.
