I still have flickering problems with the X1300, kernel 5.4, Ubuntu 20.04.

The display is a laptop panel on a Dell Inspiron 6400.
$ xrandr LVDS connected 1280x800+0+0 (normal left inverted right x axis y axis) 331mm x 207mm 1280x800 60.04*+
When the display wakes from sleep, it is "random" whether the flickering occurs or not.
My workaround: use xrandr to force mode switches until the flickering goes away. For example, run the following command one or more times:
$ xrandr -s 1 && xrandr -s 0
