USB mouse input is very slow and "laggy" onscreen after switching over from the generic 'linux' kernel to 'linux-lowlatency.'

Would it be possible for you to test the latest upstream kernel? Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest v4.18 kernel[0].

If this bug is fixed in the mainline kernel, please add the following tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag: 'kernel-bug-exists-upstream'.

Once testing of the upstream kernel is complete, please mark this bug as "Confirmed".

Bug still exists on package named linux-image-4.18.0-13-lowlatency.
Can´t use it at all, bug exists on ubuntu studio distro as well.

Bug still occurs on my systems as well, all up-to-date using the standard
upgrade channels on 18.10.

When the mouse input isn't slow, the mouse input skips around a bit
instead. For example, when dragging and dropping an item in any program
(whether it's GIMP, Nautilus, etc.), the computer "let's go" of the
left-click button and stops moving only momentarily enough for the item to
drop in the same point where my mouse 'lost connection.'

Occurs when using a variety of different system mice.

Yep, same issue here on Ubuntu 18.10, 4.18.0-16-lowlatency kernel.

If relevant:
CPU: AMD A10-5800K
GPU: AMD GeForce GTX 660
RAM: 8GB DDR3
DE/WM: GNOME 3.30.2 + GNOME Shell
Mouse: Logitech G502

System is close to unusable.

I installed Ubuntu Studio and experienced same with amd64 platform, vmlinuz-5.0.0-8-lowlatency. After installing generic kernel, usb mouse performance returned to normal. I had this also with the live version 18.xx last fall, and never installed.

Today I installed Ubuntu Studio 18.10 64bit, after install I updated 4.18.0-18-lowlatency and now instead of what I observed in 4.15 kernels, see that IRQ16 nobody cares does not occur and my mouse is OK. A780gm-a motherboard , SB700.
Happier that I have progress but note I have IRQ18 nobody cares event and an IRQ18 disabled occurring. Moving my mouse to the front panel exhibits same laggy behavior.
