Add support for SMBAlert to the ThunderX2 i2c driver

[REGRESSION POTENTIAL]
The patch enables SMBus Alert mechanism to i2c-xlp9xx driver. The patch is limited to the i2c driver and does not impact any platform code. Risk of regression is low.
