ubuntu 18.04 will not suspend laptop/not nvidia related

Bug Description
I upgraded from Lubuntu 17.10 to 18.04
My laptop is set to suspend upon laptop lid closing. I do not have a dedicated gpu (often listed as cause of suspend problem).
When I close the lid, or select the suspend command from GUI, the screen goes black, fans continue to run, LED's remain lit (flash during suspend). Laptop will then not recover unless hard shutdown via holding power button down. Screen remains blank. No keyboard or mouse inputs work.
Using lenovo thinkpad, 4gb ram, intel celeron CPU, intel HD integrated graphics.
Went through this once, found no useful solution, wipes HDD and used another OS (elementary OS).
This is a small form factor PC. If I cannot open and close it, moving it in and out of suspend easily, I will replace the OS again. Booting and shutting down is not practical for something meant to be a mobility focused device.
