Bug Description

I installed a fresh copy of Ubuntu 18.04 and everything seems to work fine, till I suspended and resumed the laptop. After resume, the wifi is hard blocked is rfkill. Reinstalling drivers, different drivers, nothing helped. All this was done under Secure Boot disabled under Ubuntu and BIOS (UEFI).

The WiFI card is Realtek 8723BE. laptop is HP AB035TX Pavilion 15. If any further info is required, I'll add it on notification. I am familiar with Linux, any help will be really appreciated.

P.S: If this wifi card is the issue, please suggest some PCI-mini card that will work with my Ubuntu, even after suspend and resume (Ideally a 2.4/5G + BT 5.0)

Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v4.19-rc1 kernel[0].

If this bug is fixed in the mainline kernel, please add the following
tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag:
'kernel-bug-exists-upstream'.

Once testing of the upstream kernel is complete, please mark this bug as

Hello!
I've tested the rc1 release kernel (4.19.0-041900rc1-generic), and sure enough, the bug persists. WiFi hard-blocked after suspend-resume.

Driver issues can be ruled out as I've installed a new wifi card form intel (Wireless 3165, iwlwifi driver: 4.19.0-041900rc1-generic, firmware: 29.1044073957.0)
and the problem exists with both the cards, on both the kernel versions.

As far as I know, from dmesg, reports that some hardware switch is being flipped, while there is none on my model (HP AB035TX - Manual here [0]).
The 'Airplane Mode' key only works on soft blocks.

Any solutions are really helpful!

Blacklisting the below modules one after the another individually or all of them did no good. The hard-block bug is still there. [2]

Also, while going through the output of dmesg, I found a few lines that might be of interest (not that I have any experience, as my handle suggests, I'm a noob at Linux) or help you guys.

Have exactly the same issue with Acer ex2519 n15w4 with Qualcomm Atheros QCA9565 wi-fi card in it. Wi-fi worked during system installation (with secure boot disabled as the original reporter mentioned). Not sure if computer was suspended or powered off, but once I booted it and wi-fi just stopped working and rfkill reported that device phy0 is hard blocked.

The computer runs kernel 4.18.0-13-generic. I am happy to provide any additional information to solve the issue.

Apologies for the delay, was busy with college work. I recall having this bug on Ubuntu 16.04 and 17.04 too. I will have to install and see. Also, this bug exists on Kubuntu (not surprising) Fedora, Manjaro (both latest kernels and updates) . I tried digging up more info on hp-wmi etc. but nothing worked out.

Can I use a live-CD and check with the Ubuntu version that ships with this kernel or do I have to install it on the system?

I have the same problem with Asus K54HR, rfkill says that phy0 is hard blocked.
I tried to reinstall Ubuntu 19.04 and 19.10, reset the bios, with no solution.

WiFi works well on Windows 10.

I am happy to provide any additional information to solve the issue.
