WiFi hard blocked after resuming laptop from suspend

Bug Description
I installed a fresh copy of Ubuntu 18.04 and everything seems to work fine, till I suspended and resumed the laptop. After resume, the wifi is hard blocked is rfkill. Reinstalling drivers, different drivers, nothing helped. All this was done under Secure Boot disabled under Ubuntu and BIOS (UEFI).
The WiFI card is Realtek 8723BE. laptop is HP AB035TX Pavilion 15. If any further info is required, I'll add it on notification. I am familiar with Linux, any help will be really appreciated.
P.S: If this wifi card is the issue, please suggest some PCI-mini card that will work with my Ubuntu, even after suspend and resume (Ideally a 2.4/5G + BT 5.0)
