Bug Description
[Impact]
Changes in the hisi_sas v3 hardware design require corresponding changes in the driver.
[Test Case]
I don't have a way to inject these errors, so testing here will be limited to regression testing on the two Ubuntu-supported platforms that have hisi_sas controllers (D05/D06).
[Fix]
Include various cherry-picks from upstream that add the necessary support.
[Regression Risk]
All fixes are localized to the hisi_sas drivers, which are drivers for the controllers in the hip06/hip07 SoCs, where we have directly tested these updates.
