USB2 keep resetting. kernel: usb 2-1: USB disconnect

Hello, I have found a bug.
This bug is related to USB2, I have DVD RW external that using USB2 port. I using the kernel 4.15.0-22.
I also attached the error log from dmesg.

Looks like it's the xHC keeps resetting.
Do you have the issue in v4.13?

When I using Linux kernel 4.13 it's not happening, here I attached dmesg on 4.13.

Please try latest mainline kernel. If the issue still happens, then please find the first -rc kernel that introduce the bug.

I think cause of the bad algorithm that to detect USB cable.
