[Description]

When the wifi tries to connect SSID over b and g protocol, it is very hard to build connection successfully. The reproducing rate is 9/10.

[Steps to Reproduce]

1. Update the system to use the last stack.
2. Reboot
3. Connect the bg wifi by network-manager applet

[Expected Result]

The network-manager builds the connection.

[Actual Result]

The network-manger could not connect to the target SSID.
