Bug Description
I had just done a power and BIOS reset to fix a battery problem -- disconnected the battery and the CMOS battery, and held down buttons to reset the power configuration and BIOS. (Not sure I would recommend this, but it worked!)
Booting back into Ubuntu, I had this problem. Things seemed normal, but WiFi wouldn't connect, and any interaction with the system (trying to change wifi networks, turn off wifi, power down, restart) just resulted in no response. I did a Alt-SysRq REISUB and booted back in, saw this error report, and here we are.
