^@ characters appearing on login terminal on 17.10 and 16.04 HWE

Bug Description

After installing either 17.10 or 16.04 HWE to a minimal/command line environment, the login terminal displays a repeating string of ^@ characters at a rate of approximately one per second. These are treated as actual input and prevent login as I am unable to type a username or password uninterrupted. Without an SSH server, the machine would be unusable. This does not happen under 16.04 using the standard non-HWE kernel.

Hardware is a General Dynamics GD8200 laptop. BIOS has been reset and updated to latest version.

Would it be possible for you to test the latest upstream kernel? Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest v4.16 kernel[0].

If this bug is fixed in the mainline kernel, please add the following tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag: 'kernel-bug-exists-upstream'.

Once testing of the upstream kernel is complete, please mark this bug as "Confirmed".

This bug might be a duplicate of bug 1720219. Can you see if this bug happens with the latest 4.13 kernel:

The bug is not happening in 4.13.16. I installed a graphical environment as well (MATE Desktop) and I have the same key-repeat issues mentioned in the other report, so I think it's safe to say that this is a duplicate.
