same problem here with r8152 on 19.10 (Eoan Ermine) kernel 5.0.0-1030-oem-osp1
the modprobe -r / -i trick fixes it when resuming from suspended state.
laptop is a Dell XPS 13 7390 but the wired ethernet device is on a TB16 dock so lshw shows its on a usb bus rather than pci -
