Bug Description

Issue spotted on node s2lp6g004 (Artful zVM works fine)

Steps:
 1. git clone --depth=1 https://git.kernel.org/pub/scm/virt/kvm/kvm-unit-tests.git
 2. cd kvm-unit-tests; ./configure; make
 3. TESTNAME=selftest-setup TIMEOUT=90s ACCEL= ./s390x/run s390x/selftest.elf -smp 1 -append 'test 123'
