Get spammed by PCIe Bus Error

Bug Description
I'm spammed by PCIe Bus Error. I get this error 10 times per second in console. Error is:

This pcieport 1c.0 is connected to RTL8192EE PCIe Wireless Network Adapter (see lspci_vt.log).
I can disable this message by adding pci=nomsi kernel parameter, but this is not a bug fix, only a workaround. Also after appling this parameter wifi connection is quite slow and unstable. On windows 10 I get approx ping time 3ms to my wifi router. On Linux ping time is min/avg/max 5.548/60.

Did this issue start happening after an update/upgrade? Was there a prior kernel version where you were not having this particular problem?

Issue happened on newly installed ubuntu 17.04. Since installation my kernel was upgraded several times. Bug is present in all kernel versions.
It seems kernel-ppa was not built properly for ubuntu 17.04 zesty release:
