It hangs on boot just before the splash screen is displayed
Moving a mouse over the window of the VM or pressing a key makes it resume.

Automated tests of preseeded installation are failing in UTAH. The VMs does not reboot unless a key is pressed. It started failing on 2017-06-20.
Only preseeded installation of desktop images are affected
