after updating to 17.04 from 16.10 there is this broken package that wont install.

You may need to run the following from a terminal:

sudo apt-get install -f
sudo apt-get clean
sudo apt-get update

Then re-install the package or updates.

If that does not resolve your issue, please mark the bug as "Confirmed"

Had purged all packages to do with linux-headers-4.10.0-20 before I competed the above commands.

Install the package again 'linux-headers-4.10.0-20'. It also installs 'linux-headers-4.10.0-20-lowlatency' and 'linux-headers-4.10.0-20-generic' . Both install but linux-headers-4.10.0-20-lowlatency doesn't log in to the desktop and puts it into low graphics mode.

linux-headers-4.10.0-20 now installs and logs into the desktop but the ethernet doesn't work.

All work fine in linux-headers-4.10.0-19.
