Bug Description

We see the following issues with Ubuntu Zesty while testing the OVS offloading.
I already test the patches that fix this issue and i'm going to send them to <email address hidden>

Issues
1. FW error of groups overlapping when scaling up ovs

2. DELETE_VXLAN_UDP_DPORT failed when restart ovs in vxlan with non-default port

- configure ovs - vxlan with non-default port (1236)
- service openvswitch restart
