Bug Description

We see the following issues with Ubuntu Zesty while testing the OVS offloading.
I already test the patches that fix this issue and i'm going to send them to <email address hidden>

Issues
1. FW error of groups overlapping when scaling up ovs

tc qdisc del dev ens5f0 ingress
tc qdisc add dev ens5f0 ingress

tc filter add dev ens5f0 parent ffff: protocol ip pref 8 handle 0x1 flower dst_mac e4:1d:2d:5d:25:35 ip_proto udp src_port 2009 action mirred egress redirect dev eth0
tc filter add dev ens5f0 parent ffff: protocol arp pref 1 handle 0x1 flower dst_mac e4:1d:2d:5d:25:35 src_mac e4:1d:2d:5d:25:34 action mirred egress redirect dev eth0
tc filter del dev ens5f0 parent ffff: pref 8 handle 0x1 flower

tc filter add dev ens5f0 parent ffff: protocol ip pref 8 handle 0x1 flower dst_mac e4:1d:2d:5d:25:35 ip_proto udp src_port 2009 action mirred egress redirect dev eth0

2. DELETE_VXLAN_UDP_DPORT failed when restart ovs in vxlan with non-default port

- configure ovs - vxlan with non-default port (1236)
- service openvswitch restart
