USB wi-fi dongles not working with latest updates

Bug Description
Same laptop - two different network dongles (ASUS USB-N13 + Edimax cheap commonly used with RaspPis). Confirmed issue with xenial-updates and xenial-security versions. Going to try to force a downgrade to original xenial to see if it still happens.

They work fine w/ the 18.1 Installer/Live Boot.. They worked fine after the install.. when I did the latest update they broke.

^^^ note.. it attempts to connect to the wifi.. and manages a successful connection (my tomato router shows an assigned IP for the MAC of the wifi dongle).. but it fails in the process /before/ it saves the network name + password for auto connecting in the future... so at first this happened every time I plugged in the dongles because it would try to auto connect.. but if I deleted the saved network I could at least plug-in/remove the dongles (they would register with the USB hub) without issue. But once I attempted to connect / provide creds / etc it would bomb. Initially I thought it was dhclient but I don't think it is.

also worth mentioning - my RJ-45->USB dongle does not suffer this problem and neither does mobile phone -> laptop USB tethering.
