IIUC hardware amp (the "Headphone Mic Boost" here) is disabled for Headphone/Mic/Headset combo jack (which is used on this laptop) on Windows.

The reality is that noise happens on a lot of machines - there are already lots of noise workaround in ALSA driver - this is just being one of them.
