This bug is missing log files that will aid in diagnosing the problem. From a terminal window please run:

apport-collect 1647477

and then change the status of the bug to 'Confirmed'.

removed the buggy kernel
can install it again though and run the command you mentioned if necessary

Vlad, could you please advise what kernel you upgraded from where the problem was not reproducible?

Dear  Christopher ,
I would say I've downgraded to 3.*.* kernel,  as any 4.*.* I tried did not work with my HP wifi . :(

Vlad, in order to track your hardware, could you please boot into a live environment with a 3.x kernel series, for example http://releases.ubuntu.com/precise/ , and execute the following command only once, as it will automatically gather debugging information, in a terminal:
apport-collect 1647477
