"Bluetooth is disabled" in System Settings after suspend

Bug Description
Bluetooth on my laptop works fine most of the time, but when I suspend the machine, Bluetooth stops working.
The bluetooth icon is missing from the indicator area, and when I go to System Settings > Bluetooth I'm shown "Bluetooth is disabled" in the device list, and clicking the big "on/off" switch doesn't seem to do anything.
rfkill says that neither wifi or bluetooth are blocked.
