hv_set_ifconfig creates corrupt file for multiple interfaces

Bug Description

hv_set_ifconfig will create multiple GATEWAY entries in the interfaces file if there are multiple ethernet interfaces. This causes subsequent calls to ifup for the primary interface to fail with "RTNETLINK answers: File exists".

Did this issue start happening after an update/upgrade? Was there a prior kernel version where you were not having this particular problem?

Would it be possible for you to test the latest upstream kernel? Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest v4.9 kernel[0].

If this bug is fixed in the mainline kernel, please add the following tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag: 'kernel-bug-exists-upstream'.

Once testing of the upstream kernel is complete, please mark this bug as "Confirmed".

I can't test this with the mainline kernel without a matching linux-cloud-tools build. It does however reproduce with 4.4.0-57-generic. I forgot to mention in the description that this is when there are multiple NICs with static IPv4 addresses.
