Bug Description

Summary: BT still shows off after resume by wireless hotkey

Steps:
1) Install ubuntu 16.04
2) Press the wireless hotkey
3) Check the WiFi/BT status
4) Press the wireless hotkey again
5) Check the WiFi/BT status

Expected results: Can turn on/off the WiFi/BT by wireless hotkey

Actual results:
Can turn off the WiFi/BT by wireless hotkey, but the BT is still off after press the hotkey again.
WiFi didn't has this issue.
Can't turn on the BT in the system setting, need reboot the system.

    Move usb_autopm_get_interface() ahead of setup_on_usb() to prevent

This bug is awaiting verification that the kernel in -proposed solves the problem. Please test the kernel and update this bug with the results. If the problem is solved, change the tag 'verification-needed-xenial' to 'verification-done-xenial'.
