Thunderbolt 3 USB-C Port not "hotpluggable"

Bug Description

I have a Dell Precision 5510 with 16.04 Beta 2. The Thunderbolt3 port will provide power to devices, but will not recognize them when plugged in after boot.

If a Thunderbolt USB-C to Ethernet adapter is plugged in on boot, the device is recognized and usable as an ethernet connection. However if it is removed and plugged back in, it is not recognized when reconnected.

I also have a Nexus 6P Android phone with USB-C. The laptop will provide power to the phone but will not recognize it as a connected device, even when attached at boot. This may be a related issue or something else entirely, but wanted to pass along none the less.

I do not have any other USB-C/Thunderbolt adapters to test with at this time.

Did this issue start happening after an update/upgrade? Was there a prior kernel version where you were not having this particular problem?

Would it be possible for you to test the latest upstream kernel? Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest v4.6 kernel[0].

If this bug is fixed in the mainline kernel, please add the following tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag: 'kernel-bug-exists-upstream'.

Once testing of the upstream kernel is complete, please mark this bug as "Confirmed".

>This was a fresh install on 16.04 Beta2. I had first installed 14.04 but had the same issue. Tried 15.06, still ahd same issue, then tried 16.04, still same issue.

I tested '4.6.0-040600rc4-generic' and I am still experiencing the same issue.

I can confirm I have / had the same issue with these kernels: 4.4, 4.8, 4.10. Also using Ubuntu 16.04.

A patch https://patchwork.kernel.org/patch/10212201/ is going to fix this issue properly, it should be backported to older kernels too, so hopefully going forward your USB-C connectors will work correctly, it also fixes NVMe drives disappearing after suspend too
