The kernel loads firmware file rt3290.bin which enables wifi but not bluetooth.

Would it be possible for you to test the latest upstream kernel? Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest v4.3 kernel[0].

If this bug is fixed in the mainline kernel, please add the following tag 'kernel-fixed-upstream'.

If the mainline kernel does not fix this bug, please add the tag: 'kernel-bug-exists-upstream'.

It appears that the upstream version loads the same firmware file - rt3290.bin" with the same result.
This link apparently contains source code which supports Bluetooth functionality for the chip however it would apparently need to be modified to compile against the kernel headers.

Upon further investigation it would appear that is is a duplicate of Bug #1189721 and is assigned to visred
This bug appears to have been prevalent for 2 years and 6 months at least DESPITE the produce being listed as "Ubuntu Certified".
The importance is marked medium which based on the number of threads and affected devices seems ridiculous.

There are numerous offers to assist from us mere user mortals but it seems that this bug just keeps sinking to the bottom of the pile.
All in all a this is very disheartening :-(

As stated above the RT3290 is used in a number of (incorrectly) Ubuntu Certified products.

Apologies for the flood of comments but I am trying to consolidate the information in order to assist in achieving a rapid resolution.
There are many related bugs reported on launchpad - most address the more pressing issue of the wifi which has been solved and the issue of bluetooth seems to get lost.

This bug report probably has the most history and potential solutions
