Trusty arm64 VM doesn't support 'reboot' and 'powerdown'

Trusty arm64/arm kernel can't support reboot and powerdown function.

If user runs 'reboot', then finally the VM hangs in the last step instead of going another booting, and similar problem exists during powerdown.

This bug is missing log files that will aid in diagnosing the problem. From a terminal window please run:

apport-collect 1455372

and then change the status of the bug to 'Confirmed'.
