Keyboard and mouse not working after update to 15.04

Bug Description
After turning on the system, mouse pointer is not visible and first key press on keyboard is ignored.
When I press mouse button (left or right), mouse pointer appears and I can control it, but when I leave it for few seconds, it disappears again.
As for the keyboard, the first key press is ignored (e.g. when I try to type "zone", only "one" is visible on the screen because the first key is ignored) - this behavior repeats itself after few seconds of not pressing any keys.
My keyboard has backlight option and when I turn it on, the light flickers and disappears when the keyboard gets "disconnected".
Disconnecting and connecting again mouse and keyboard makes the issue disappear - from that moment on, both mouse and keyboard work like a charm (until reboot).

One more comment - I tried using newer kernel from the ubuntu mainline (version 4.0) and the behavior persists.
