Bug Description
[Impact]
This is a request to include cpufreq-powernv bugfix to 15.04.
This patch duly reports cpu frequency throttling scenarios.

This is a trivial reporting which can be used to identify degradation in performance due to throttled cpu frequency.

[Test Case]
Run powernv machine and check kernel log for cpufreq throttling messages.
