There are quite a number of bug reports concerning the 'auto remounting'
of usb hdd drives going back quite some time. One example -

The points here are -
Only happens with usb 3 hdd's
Only happens with usb 3 when attached to a usb 3 port
The option's on these drives aren't consistent -
   Safely Remove only when attaching after login (- this option fails
it's purpose
   Unmount only when booting up with drive attached or after a log out
in with drive attached (- this option works
And there is no way to power of the device when attached to a usb 3 port
(other than going to suspend), windows & mac's can.
