Enable CONFIG_SCOM_DEBUGFS for ppc64el kernels

Bug Description

[Impact]
Please enable CONFIG_SCOM_DEBUGFS for ppc64el kernels, this creates some new files in debugfs that allow userspace (root only) to access the P7/P8 chip internal XSCOM bus, which is needed for various debug/diag/mfg tools. There should be no runtime impact on performance or stability by just enabling that option.

[Test Case]
 ls /sys/kernel/debug/powerpc/scom/*

[Fix]
Enable CONFIG_SCOM_DEBUGFS for powerpc/powerpc64-smp and ppc64el/generic arch/flavors.

This bug is missing log files that will aid in diagnosing the problem. From a terminal window please run:

apport-collect 1395855

and then change the status of the bug to 'Confirmed'.

If, due to the nature of the issue you have encountered, you are unable to run this command, please add a comment stating that fact and change the bug status to 'Confirmed'.

This should be enabled for ppc64-smp on powerpc as well, for the same reasons.

Hrm, I can't seem to get that updated kernel, I've added utopic-proposed to my sources list and done apt-get install linux-image/utopic-proposed (or various other variants of "linux") to no avail... what's up ?

Regarding trusty, I don't have a trusty machine at hand, if anybody around does, check for the xscom nodes being present in /sys/kernel/debug/powerpc/
