x-gene sata phy tuning varies across platforms

Bug Description
The xgene-ahci driver sets sets the sata phy configuration, but this configuration can vary across platforms. Today the values we are using are optimal for the mustang development board, but suboptimal for other platforms. In general the recommendation is to move this into platform specific config in firmware - either by having firmware do the phy config, or by passing settings to the driver via device-tree config. But, that's a long term solution - in the short term, we can special case the Mustang board and use better default settings for other boards.
