WORKAROUND: I was able to complete the install passing the following kernel parameter, then the computer boots fine but hangs for between 25 to 2 minutes and then continues working. I would expect the computer not to hang:
noapic

Thank Christopher M. Penalver (penalvch) for following up this bug report.

I can confirm this issue exists with the latest development release of Ubuntu.

I used the image:
utopic-desktop-i386.iso 22-May-2014 07:50 1.0G Desktop image for PC (Intel x86) computers (standard download)

And I tested 3 different scenarios:
1.- Booting in EFI Mode. The computer freezes. I got a black screen for more than 10 minutes. And I needed to turn off the PC.

2.- Changing in the BIOS the OS to "Windows 7/Other OS" (NO EFI) I got a Kernel panic (I’m writing the lines I could copy):
[ 29.597738] AMD-Vi : Completion-Wait loop timed out
[ 29.637548] Kernel panic - not syncing: timer doesn't work through Interrupt remapped IO-APIC
[ 29.637588] CPU : 0 PID : 1 Comm: swapper/0 Not tainted 3.13.0-24-generic #47 ubuntu
[ 29.637627] Hardware name : MEDION MS-7857/MS-7857 , BIO M7857W08.203 01/06/2014

3.- Keeping the BIOS set to "Windows 7/Other OS" and adding noapic to the ubuntu boot line. The computer didn't panic but again I got a black screen after seeing many times the lines:
AMD-Vi : Completion-Wait loop timed out
AMD-Vi : Completion-Wait loop timed out
AMD-Vi : Completion-Wait loop timed out
AMD-Vi : Completion-Wait loop timed out
AMD-Vi : Completion-Wait loop timed out

I waited here 20 minutes. And I had to turn off again the computer to reboot, nothing else worked.
The worse now is that I can't even take logs as the kernel doesn't boot.

Please let me know what other information you need.

Regards

Booting with the option noapic, and EFI disabled. After 30 minutes I was able to login into the computer using tty1. The Graphical iterface didn't work.

With the dmesg command I was able to validate the issue:

Kelvin Gonzalez, could you please test the latest upstream kernel available (not the daily folder) following https://wiki.ubuntu.com/KernelMainlineBuilds ? It will allow additional upstream developers to examine the issue. Once you've tested the upstream kernel, please comment on which kernel version specifically you tested. If this bug is fixed in the mainline kernel, please add the following tags:
kernel-fixed-upstream
kernel-fixed-upstream-VERSION-NUMBER

where VERSION-NUMBER is the version number of the kernel you tested. For example:
kernel-fixed-upstream-3.15-rc7

This can be done by clicking on the yellow circle with a black pencil icon next to the word Tags located at the bottom of the bug description. As well, please remove the tag:
needs-upstream-testing

If the mainline kernel does not fix this bug, please add the following tags:
kernel-bug-exists-upstream
kernel-bug-exists-upstream-VERSION-NUMBER

As well, please remove the tag:
needs-upstream-testing

Once testing of the upstream kernel is complete, please mark this bug's Status as Confirmed. Please let us know your results. Thank you for your understanding.

Kelvin Gonzalez, did this problem not occur in a release prior to Saucy?

Ubuntu 10.10 (Maverick Meerkat) unable to boot the PC due to a Kernel panic. But I wasn’t able to capture the complete error.

Ubuntu 11.04 (Natty Narwhal) unable to boot the PC due to a Kernel panic. But I wasn’t able to capture the complete error.

Ubuntu 11.10 (Oneiric Ocelot) the computer boot up and hang up for more than 20 minutes. I wasn’t able to work with the computer or get any logs. However, the last message in console was:
[147.992078] AMD-Vi : Completion-Wait loop timed out

After these tests the problem appeared for first time in the release Ubuntu 11.10 (Oneiric Ocelot). And with previous Ubuntu versions this PC is unable to boot.

I sent the e-mail to <email address hidden> with all the information requested.

However, I didn't receive any direct URL to my e-mail that I can provide here yet.

How many days should I wait for this link to know that my e-mail was received?

This is the answer I got from Jörg Rödel and Borislav Petkov:

Hey Kelvin,

Most likely the BIOS is buggy and does not setup the IOMMU hardware
correctly so that it can't be used reliably in Linux. You can try to
update the BIOS the the latest version and see if it fixes the issue, if
not you should disable the IOMMU in the BIOS to get rid of the problem.

Or you pass 'amd_iommu=off' on the kernel command-line to disable the
AMD IOMMU driver in the Linux kernel.

---
There is no BIOS Update available for this Mother Board. It has the most
recent from Jan 2014. And I didn't find any option available in the BIOS
Menu to disable the IOMMU.

So I tried yesterday a fresh install passing the 'amd_iommu=off' to the kernel
and everything is working fine. No delays/hangs, etc.

The workaround works just perfect.

Thank you very much for your help!
