after update to 13.10 closing laptop lid does not send the computer to sleep mode

Bug Description
After update to 13.10 release, closing the lid of the laptop no longer send the computer to sleep mode. although system settings -> power management has the right config. one important detail here is after a reboot first time that i close the lid computer does enter the sleep mode. but all subsequent attempts it fails to enter sleep mode until a shutdown/reboot is performed. using the command sudo pm-suspend does send the computer into sleep mode on all attempts. if you need any more information do let me know.
