Bug Description

Hello,

Currently, the kernel doesn't include support for L2TP v3.

These are the relevant kernel options:
CONFIG_L2TP_V3 <Y>
CONFIG_L2TP_ETH <M>
CONFIG_L2TP_IP <M>

Debian has had it enabled since Squeeze.

I'm administrating an OpenStack cluster with machines running Ubuntu 12.04.
Is it possible to enable l2tpv3 also on Ubuntu 12.04 please?

It would be a key tecnology to operate cloud federation between distant clouds over the Internet.
Currently I am forced to set up a gateway host with Fedora, that supports l2tpv3 in the ip command.
I'm new to the community so please be kind :)
