Ok. Something else is to blame (mir ?) because I tested suspend and resume from menu (mouse click on suspend) and it works with the latest kernel (3.11.0-rc5 from Ubuntu).
And is NOT working if I press sleep button on my keyboard.

It sounds like this bug does not exist with kernel 3.7.10 per comment #7.

Do you happen to know if this bug was introduced in v3.8, and if so, what release candidate? If you don't know, can you test some v3.8 kernels to identify when this bug was introduced:

@Joseph Salisbury: I did not wait enough in suspend time (If I hear my hdd is powering off, then wait 1 second, then press something on keyboard to resume). That is working on every kernel tried including 3.7.10
But If I wait some time, when I resume my PC, the network is not working.

Anca Emanuel, as per http://eu.msi.com/product/mb/P35-Neo.html#/?div=BIOS an update is available for your BIOS (v2.10). If you update to this, does it change anything?

If not, could you please both specify what happened, and provide the output of the following terminal command:
sudo dmidecode -s bios-version && sudo dmidecode -s bios-release-date

Please note your current BIOS is already in the Bug Description, so posting this on the old BIOS would not be helpful.

I can not exclude the crappy quality of the mainboard:

I get mixed results.
I shut down my PC over night. Then in the morning it might work to suspend.
And some times it is not connecting from the start. (I need to go to menu and click Enable Networking (actually disable it), then again to have it working (observed this very few times over the last years))

And from the last few days of testing: After a number of hours working I experience the behavior presented in the screenshot at post #9. With this "feature": restart from menu: click on it and nothing happens. But it works from command line: "sudo reboot".

I can not reproduce that behavior (in comment #12).

I can reproduce this: restart, from LightDM login, click on suspend, resume works.
This is with kernel 3.2 (log attached) and the latest kernel.

If I log on and suspend, then resume, now the desktop is not responding any more.
Of course Alt+SysRQ+REISUB works.

same problem here with two different laptos using ubuntu 13.10 with gnome-panel after resume network (wired and wifi) doesn't work and i have to restart computer...

Same problem here, since update to 13.10

All three supposed workarounds don't help
- set if to promisc mode on resume (https://bugs.launchpad.net/ubuntu/+source/linux/+bug/771857)
- reload module on resume (http://superuser.com/questions/180103/ubuntu-cant-connect-to-the-internet-restart-required)
- the suspend_modules thing (http://www.webupd8.org/2013/01/fix-wireless-or-wired-network-not.html)

Highly annoying!

Hm, correction: the issue is with the NetworkManager hanging upon resume - no matter which eth hardware is used (I just removed the realtec card and use a intel NIC (e1000e), same issue.

Having the same problem. After resume all network-devices are listed as DEACTIVATED. Re-ACTIVATING doesn't help. Only option is to reboot to get it back working.

I have still no solution but I have found a workaround:

Create a new shellscript named hibernate.sh. Open it with gedit and paste the following code:

gnome-screensaver-command -l
dbus-send --system --print-reply \
    --dest="org.freedesktop.UPower" \
    /org/freedesktop/UPower \
    org.freedesktop.UPower.Suspend

Save it and make it executable. If you want you can create a .desktop file for it. When you run this script it will send your pc into hibernate-mode including the lockscreen. When you wake your pc now networking works. When you use sleep-mode or hibernate-mode the normal way it doesn't.

Can you or someone please explain to me how opening a new bug will help? There are already 4 that I can find which are all describing exactly the same problem, which has been extant since before Saucy was released.

I am commenting here as this one has at least 25 subscribers, whereas the others have fewer.

It seems to be the same problem as Bug #1235864 , Bug #1247468 and Bug #1252121 at least.

Furthermore there is no obvious way to file a report against a particular package. The problem occurs in network-manager and restarting that daemon seems to sort it out; however it is visible in nm-applet and it is possibly caused by the kernel. What should we file reports against?

Please explain to us what we should do and how. I don't see how additional reports will help.

I no longer have this motherboard. Some people replaced bad capacitors
and is working ok for them.
