USB 3.0 ports not working, only eSata/USB2.0 port

Bug Description

USB 3.0 ports do not work on my Dell XPS 15 laptop - there is only one port that works with any of my devices, which is my 1 eSata/USB2.0 combo port.
I believe that those USB ports worked before, as well - just not in the latest build.

This bug is missing log files that will aid in diagnosing the problem. From a terminal window please run:

apport-collect 1008561

and then change the status of the bug to 'Confirmed'.

If, due to the nature of the issue you have encountered, you are unable to run this command, please add a comment stating that fact and change the bug status to 'Confirmed'.

Could you please run "apport-collect 1008561", otherwise we can't help or we can mark this issue is duplicate with #966248
