[Gigabyte GA-870A-USB3] Unable to boot without workarounds

Bug Description
My system won't boot. As a side effect of using workaround 1 described below it detects only one CPU core and won't shut down completely, I have to hold power button for few seconds to power PC off. Tested F5g BIOS but no change.
