typo in siano driver license headers indicates incorrect GPL version

Bug Description

There is a typo in the license headers of the sms1xxx driver source code.

This should have read, "GNU General Public License version 2" rather than, "GNU General Public License version 3"

This was actually a typo mass-blunder -- this is not a change in license, as the code was always GPLv2.

This bug is for tracking purposes -- I will push this into my git tree and issue a pull request shortly.
